Referring a Publicly-Funded Client
Thank you for considering making a referral to Community Psychiatric Clinic. If you a referring a client whose primary service funding comes (or will come) from a public source such as Medicaid or Medicare, please review the following information about our eligibility guidelines.

Mental Health Clients - Eligibility
In order to be eligible for CPC mental health services, publicly-funded clients must:
- Have or be diagnosed with an Axis I DSM IV diagnosis (except for children under six years of age)
- Have an active funding source (Medicaid, Medicare, non-Medicaid funding such as GAX, or private pay/private insurance)
- Be a King County resident if using Medicaid funding.All potential clients are screened for Title XIX eligibility.
Clients and legal guardians are encouraged to discuss treatment preferences and desires and are offered the opportunity to visit CPC sites and programs. If the applicant appears to be eligible based on the initial phone assessment, the phone screener will schedule a face-to-face intake appointment. Chemical Dependency Clients – Eligibility
All individuals (adults and youth) requesting chemical dependency services will receive a face-to-face assessment for services. All individuals with a pattern of chemical use, abuse or dependency are eligible. CPC Chemical Dependency Services
Housing Eligibility
In order to be eligible for CPC housing, an individual MUST be enrolled as a CPC mental health client. We cannot accept housing-only clients.
Exception: Harbor House Safe Haven follows a “housing-first” model. Clients referred to Harbor House Safe Haven are not required to be actively engaged in mental health services through CPC, although they must get a referral from a case manager. Harbor House referrals must also meet admission criteria (client meets HUD’s definition of homeless, has severe and chronic mental illness or observed symptoms of severe and chronic mental illness, and is unengaged or under-engaged in mental health services), and require review from the Harbor House Program Supervisor. Not Required
Incoming CPC clients are not required to:- Have an existing diagnosis - CPC performs an initial diagnostic assessment on all incoming new clients.
- Be actively taking medications - CPC will assess new clients' medication needs at intake and proceed accordingly.
- Have a referral from another provider - CPC also accepts self-referrals or referrals from friends and family members.
